Libation blues: Gov adopts chief Capitol lawyer recom to preventively suspend, charge five OPA staff

BACOLOD CITY, Negros Occidental, Philippines – Provincial Governor Eugenio Jose Lacson has adopted the recommendation of chief Capitol lawyer Alberto Nellas Jr to preventively suspend and charge five Agriculture Office employees who had alcohol on official duty last month.

Lacson, who is Capitol’s disciplining officer, has approved Nellas recommendation to charge four engineers – agricultural engineering division head Jimbo Garsula, Ramil Letran, German Abihay, and Rezin Palacios – sand Maria Luisa Abano,all employees of the Office of the Provincial Agriculturist, with grave misconduct.

They will also be suspended preventively for 60 days during the formal administrative investigation of the case.

Garsula will also be charged for misuse of government property and verbally maltreating a Capitol cab employee.

“They will be given a choice to elect for a submission of a position paper or to engage in a full-blown administrative hearing”, Nellas said then added that their deadline to decide will be this Friday, 26 August.

The cases stemmed from an incident on 15 July 2022 when the employees were sent on official travel to Victorias City to meet with its agriculture office personnel.

They were found to have drank with some of them after being invited by the Victorias personnel.

The OPA employees, in their replies to show cause orders sent to them earlier, said they could not refuse the offer to drink as it would be “an insult.”
