BACOLOD CITY – A suspected drug peddler released on a plea bargain agreement was abducted from his home late afternoon 22 January 2020 and was found dead early morning today, 23 January, his hands hogtied and shot several times in the head.

Police prober Jesar Nepocpan identified the victim as Richard Tutop who was forcibly taken from his house in Village 3 late in the afternoon yesterday.
His body was found several hours later, around 1am today, lying face down, hogtied, his head shattered by several bullets at Felisa Road in Mansilingan village, almost six kilometers away from where he was taken.
Residents near the site told Station 7 policemen they saw a sedan and heard four to five gunshots before the body was found.
Nepocpan said Tutop’s live-in partner, Dianne Lo, told him four to five men armed with pistols took Tutop inside their house in the sub-village of Cereza South and forced him inside a grey pick up truck.
Nepocpan added Tutop had a previous case for drug-peddling but was released on a plea bargain deal, according to Lo.
The prober cannot give additional details about the case.
