BACOLOD CITY, Philippines — Fifteen provinces have been placed under storm surge warning, with water levels expected to rise up to two meters as typhoon Ursula sweeps through the country.
PAGASA advised the residents in identified areas to evacuate, with all marine activities cancelled.
