Liga ng mga Barangay President Councilor Lady Gles Pallen said in a statement that she had “strongly appealed” to Bacolod Mayor Evelio Leonardia to postpone the Home Quarantine Pass System, as she apologized for the delay of the implementation.
The HQP system was supposed to be implemented 3 September but was instead moved to 6 September.
“For the record, the Liga had earlier assured Mayor Bing that we can start with the HQP system on Sept. 3,” Pallen said, adding that the village chieftains had expected that they could finish the distribution of HQPs in their respective areas before the date.
Pallen explained that, on top of the distribution of the HQPs, the village leaders were also asked to attend the payout of the Social Amelioration Program grant of their constituents.
Some of their village officials and staff had also undergone mass testing for the virus on 28 to 29 August 2020.
“In short, we were just 80 percent of our target on the HQP distribution as of today,” she said.
Pallen, in her statement, also “deeply” apologized for the postponement in the implementation of the HQP system “as we need to completely distribute the HQPs”.
