Editors Note: The following is a news release from lawyer Juan N Orola, a former solon and administrator of Bacolod City. He is now a candidate for governor of Negros Occidental province.

Gubernatorial aspirant Atty. Juan “John” N. Orola Jr., who is in Manila recently, applied for an SPASS processed by his staff on his behalf but was disapproved by the provincial administrator.

Airline companies instruction states to use Silay City as the LGU Destination and Barangay Airport as the Barangay as per instruction given by the provincial government to all airline passengers who are bound for Bacolod which Orola’s staff Marites Torillo followed in order to obtain an SPASS for Atty. Orola.

Although surprised of the instruction, Orola’s staff just had to follow like everyone else and it surprised even Atty. Orola as well since his office address is in Bacolod City which he presumes is the right address to provide.

In effect, the address used was in compliance with the Provincial Administrator’s instruction on the issuance of SPASS.

“The alleged use of a fake address on SPASS application is a product of a confusing directive from the provincial government issued by the provincial administrator Atty. Rayfrando Diaz II”, Orola said in a statement.

“I’m just trying to catch up with the flight to Bacolod to attend my mother’s 100th birthday, why was I being singled out? I hope that the Provincial Administrator could give the correct directives to avoid confusion”, Orola added.
