Espenido, in an exclusive interview with DNX, also did not confirm if President Duterte told him to come here and “kill everybody.”

“Let’s just say that the President gave me instructions on what to do; as a policeman I am bound to follow lawful orders,” he said.

Espenido had been assigned by city police chief, Col. Henry Binas, to head the Drug Enforcement Unit of the City Police Office after the PNP Regional Police Office 6 assigned him here.

PUSHERS ALSO VICTIMS

Espenido called on peddlers and users of illegal drugs to stop selling and using.

“You are just being victimized by the druglords who get rich at your expense,” he said.
