DNX Investigates: “Chinese from Wuhan” in Negros not verified, govt. doc advises against spreading; VM warns spreading is a punishable act

BACOLOD CITY, Negros Occidental, Philippines – A government physician here has advised against spreading a Facebook post being circulated in private chatrooms that a Chinese man from Wuhan province infected with the COVID-19 virus has entered Negros, the island to which this city belongs.

Vice-Mayor El Cid Familiaran, for his part, warned spreading false information can land someone in jail from six months to a year.

The court can also impose a hefty fine up to P200,000, according to Republic Act 10951 signed by President Duterte three years ago.

A copy of the screenshot sent DNX by concerned netizens show a post by a Facebook user, whose name is being withheld by DNX, with a geolocation tag here and the FB feeling “worried” along with the post:

“Everyone please keep safe gid kamo sbng (NEGROS) ky ang ini nga chinese positive na siya na N-COV19. Halin ni siya sa Wuhan, China kag nagtinir diri sa isa ka hotel sang bacolod. Nag gulpi lng siya nadula sang nabal.an sang management sang hotel nga siya gina pangita na sang mga awtoridad. Please spread sa iban para ma aware man sila.”

Everyone in Negros, please keep very safe because this Chinese is positive for N-COV19. He came from Wuhan, China and stayed here in a hotel. He suddenly disappeared after hotel management found out authorities are looking for him. Please spread so others will be aware.

HOAX

Physician Grace Tan, spokesperson of the local COVID-19 task force said there is a ban on Chinese nationals from Wuhan and it could not be determined exactly if this person did arrive here.

President Duterte had already imposed a travel ban on people from China and Chinese territories.

“It is impossible for that person to enter,” Tan said.

WRONG LOOK-OUT ADVISORY FORMAT

DNX asked Mita Chuvy Arguilles, local alien control officer if the advisory for a “look out” as shown in the photo attached to the Facebook post was genuine.

She said it was not.

For one, a look-out advisory contains the following essential elements: name of the person, date of birth, and nationality.

This one did not.

Aside from that, the national immigration bureau has not sent any advisory about this supposed infected person.

“It is impossible for us to have not been informed as we are also on high alert,” she said.
