Ferrer, in a memo to all disaster management councils, has also ordered a Code White for all 11 district hospitals, and the Provincial Health Office to ensure full preparedness of medical and health personnel.

An LGU under code blue means a considerable percentage of its disaster-preparedness units and equipment will be on full alert and ready for deployment.
