Bacolod recommended for GCQ for November; appeal will depend solely on mayor

BACOLOD CITY, Negros Occidental, Philippines – Bacolod City is among those recommended for General Community Quarantine for the month of November, along with the National Capital Region, Batangas, Iloilo City, Bacolod City, Tacloban City, Iligan City, and Lanao Del Sur.

President Duterte, in a recorded public address, said the recommended quarantine levels are still subject to appeal from the local government unit concerned.

Bacolod Vice-Mayor El Cid Familiaran, head of the Bacolod City Inter-Agency Task Force, said the appeal would now depend solely on the mayor.

Earlier, Mayor Evelio Leonardia, last 16 October 2020 had earlier sought to de-escalate the quarantine level to MGCQ, the lowest quarantine level before transitioning to the new normal.

The mayor also reiterated his request in a statement published on the Bacolod City PIO page.

The mayor had cited the “continuous” decrease in the positive cases over the last two weeks, including a –58 percent growth rate, and a daily attack rate of 5.2 percent, compared to 11 percent of two weeks ago.

Duterte, in his address, said the quarantine levels and their decisions are not meant to “make your life miserable or sad, [rather] we are here to make your life comfortable and happy.”

Confirmed positive cases are still rising, he said, as he justifies placing LGUs still under community quarantine.
