BACOLOD CITY, Negros Occidental, Philippines – Data from the Department of Social Services Development local office has revealed that 4,409, or eight percent of all actual beneficiaries of the Social Amelioration Program, still have not received their subsidy.
The number is part of the total 51,069 actual beneficiaries of the government’s subsidy program for two months provided for under Republic Act 11469 or the Bayanihan Heal As One Act signed by President Duterte into law on 23 January 2020.
Last week’s DSSD figures – excluding those from Barangay 22, Alijis, Cabug, Handumanan, Pahanocoy, Tangub, and Vista Alegre which were not available based on the DSSD report as of this writing — show that 45 barangays have not completed its distribution of the P6,000 subsidy for the month of April.

The table below show the top 10 barangays with backlogs in terms of unpaid beneficiaries.
Estefania leads with 1,110 beneficiaries, followed by Taculing, Mansilingan, Mandalagan, Granada, Bata, Villamonte, Barangay 35, Banago, Singcang-Airport, and Sum-ag.
Other barangays with their corresponding unpaid number of beneficiaries are Barangay 12 (46), Barangay 16 (44), Barangay 39 (36), Alangilan (32), Barangay 13 (25), Barangay 23 (19), Barangay 1 (17), Barangay 40 (16), Barangay 25 (15),
Barangay Felisa (15), Barangay 30 (12), Baragay 2 (7), Barangay 29 (7), Barangay 7 (5), Barangay 26 (5), Barangay 27 (5), Barangay 38 (5), Punta Taytay (5), Barangay 14 (4), Barangay 19 (4), Barangay 9 (3),
Barangay 17 (3), Barangay 20 (3), Barangay 23 (3), Montevista (3);
Barangay 4 (2), Barangay 5 (2), Barangay 34 (2), Barangay 21 (1), Barangay 24 (1), Barangay 28 (1), Barangay 33 (1), and Barangay 36 (1).
DNX computed the data given by DSSD and multiplied these by P6,000 (the subsidy per person here according to DSWD) to determine the unpaid amount.
All in all, the unpaid subsides amounted to P26.5 million (NOTE: This is contrary to the DSSD report with only P21 million unpaid SAP. There are, however, clerical errors under Taculing’s, and Alangilan’s report (Taculing has 776 beneficiaries but only P102,000 reported unpaid SAP; Alangilan has 32 unpaid beneficiaries but only a reported P1224 SAP). DNX re-computed the number of actual beneficiaries under these barangays and multiplied them by P6000 to arrive at the adjusted numbers). The data do not include data from Barangay 22, Alijis, Cabug, Handumanan, Pahanocoy, Tangub, and Vista Alegre, which were not available.
The following table shows the Top 10 barangays with the largest backlogs in terms of unpaid subsidies.
Other barangays with their respective unpaid SAP are Barangay 12 (P276,000), Barangay 16 (P264,000), Barangay 39 (P216,000), Barangay Alangilan (P192,000), Barangay 13 (P150,000), Barangay 23 (P114,000), Barangay 1 (P102,000),
Barangay 40 (P96,000), Barangay 25 (P90,000), Barangay Felisa (P90,000), Barangay 30 (P72,000), Barangay 2 (P42,000), Barangay 29 (P42,000).
Barangays 7, 26, 27, 38, and Punta Taytay all have unpaid SAP subsidy of P30,000 each; Barangays 14, and 19 have unpaid SAP of P24,000 each;
Barangays 9, 17, 20, 32, and Montevista have unpaid SAP of P18,000 each; Barangays 4, 5, and 34 have unpaid SAP of P12,000 each; and barangays 21, 24, 28, 33, and 36 have P6,000 each as backlog.
Data further show a discrepancy of 23,819 between the target beneficiaries and those that were actually funded.
DSSD figures – excluding those from Alijis, Cabug, Handumanan, Pahanocoy, Tangub, and Vista Alegre, which were not available – also show that 25 barangays fell short of the number of target beneficiaries.
Two barangays, meanwhile, went beyond the target number.
“Target ” means the suggested number of beneficiaries that could receive the subsidy; “actual funded” refers to budget allocated per barangay after the identification of beneficiaries.
The following are the Top 10 barangays with the largest discrepancy:
The table shows that Villamonte has the biggest discrepancy with a target number of initial beneficiaries pegged at 6,382; the eventual number that were identified for SAP subsidy was 1,536 or a difference of 4,846.
Mansilingan has the second biggest discrepancy between target number and actual allocated.
The barangay had an initial target beneficiary of 7,591 but those that were identified were only 3,577 (or a difference of 4,014).
This is followed by Singcang-Airport (from 5,951 to 2,070 or a difference of 3,881); then Bata, Taculing, Banago, Estefania, Sum-ag, Mandalagan, and Barangay 35.
Other barangays and their corresponding discrepancies are Alangilan (76), Barangay 10 (63), Punta Taytay (20), Barangay 16 (19), Barangay 2 (14), Barangay 14 (10), Granada (10), Barangay 8 (7), Barangay 31 (6), Barangay 4 (5), Barangay 28 (5), Barangay 5 (2), Barangay 19 (2), Barangay 36 (1), and Barangay 38 (1).
