BACOLOD CITY, Negros Occidental, Philippines – The mayor here has issued an executive order implementing a number-coding scheme on the use of Home Quarantine Passes as the Enhanced Community Quarantine goes on its second phase over the city.
Mayor Evelio Leonardia, in Executive Order No. 30, designated new HQP use based on end digits of the serial numbers of the passes.
Those holding passes ending in 1, 3, 5, 7 and 9 are allowed to go out on Mondays, Wednesdays and Fridays while those ending in 2, 4, 6, 8 and 0 entitle users to go out on Tuesdays, Thursdays, and Saturdays only.
All are allowed only between 4am to 10pm.
All passes will not be honored on Sundays.
Leonardia said in his order that the newest measure was proposed during a consultation he held with Vice-Mayor El Cid Familiaran, who heads the local inter-agency task force, and village chiefs here.
He pointed out that the city has more than 150,000 households and has the biggest population in Western Visayas region.
The order also said the new scheme intends to reduce the number of people going out to buy essentials and to impose stricter measures for the quarantine.
All exemptions under the previous order remain in effect.
Those violating the order shall be held criminally liable, the order added.
