The City Government has purchased and delivered the equipment needed to operate the Bacolod City Respiratory Referral Center (BCRRC), a press release from Bacolod City PIO said.

The BCRRC is a temporary COVID-19 hospital housed at the Bacolod Queen of Mercy Hospital.

Mayor Evelio Leonardia said, “We are truly grateful to Dr. Evangeline Johnson and the rest of the board and management of the Bacolod Queen of Mercy Hospital for this partnership with the City. This increase in the bed capacity for indigent COVID patients with mild to moderate symptoms is truly a blessing for our people, coming at a time when more people are testing positive for the virus.”

“I commend the Sangguniang Panlungsod under Vice Mayor El Cid Familiaran for their support for this project. City Administrator Em Ang, City Legal Officer Atty. Joselito Bayatan, Secretary to the Mayor Atty. Edward Joseph Cuansing, and the Bids and Awards Committee also worked hard to make this vision a reality,” the mayor further added.

It can be recalled that the Bacolod City Government had entered into a contract with the Bacolod Queen of Mercy Hospital to dedicate its entire South Wing with 34 rooms for the exclusive use of indigent patients with mild to moderate COVID-19 symptoms who are referred to it by the City.

For the duration of this arrangement, this portion of the hospital shall be called the Bacolod City Respiratory Referral Center or BCRRC, the press release added.

“This was to meet the urgent need for a medical facility dedicated for PUIs coming from indigent families, and to supplement the bed capacity of the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) and other private hospitals for such cases,” Leonardia said.

EQUIPMENT

The following equipment purchased by the City to be used in the BCRRC are: 17 units of hospital bed, one mobile X-ray, 10 hand-held thermal scanners, an ECG machine with standard accessories, a defibrillator, a video laryngoscope, two stretchers, two wheelchairs, an autoclave, 10 adult BP apparatuses, and two pedia BP apparatuses.

The SP passed a resolution ratifying the Deed of Usufruct between the City and the Bacolod Queen of Mercy Hospital for the use of the above equipment at the BCRRC.

Signing the Deed of Usufruct were Leonardia and Dr. Lucho Giovanni Giron, president of the Bacolod Queen of Mercy Hospital.

Under the contract, the equipment will continue to be owned by the City and shall be made available for the free use of the hospital.

While the arrangement lasts, the Bacolod LGU will also provide consumable supplies such as PPEs (personal protective equipment) and testing kits.

Medical, nursing, utility and administrative staff for the BCRRC will be provided by the hospital who will remain as employer of these personnel. For its part, the City will provide its own city-paid 10 registered nurses to work the third shift every 14 days. Payroll and other employee benefits shall be the respective responsibilities of the hospital or the LGU, as the case may be.*/CITY PIO
