BACOLOD CITY, Philippines – The state weather bureau forecasts heavy rainfall over most parts of the Visayas as Ursula develops into a severe tropical storm as it moves closer to eastern Visayas.
PAGASA, in its 8am bulletin today, 24 December, also issued a heavy rainfall outlook between today and tomorrow noon, 25 December, for northern parts of Negros island, among other areas.
Ursula is forecast to hit land over eastern Samar this afternoon or evening as a Severe Tropical Storm or Typhoon.

“As such, there remains a possibility that portions of Eastern Visayas will be placed under TCWS #3,” PAGASA said.
