Guv signs E.O. transitioning ECQ to general quarantine

BACOLOD CITY, Negros Occidental, Philippines – Negros Occidental Gov. Eugenio Lacson has signed Executive Order 20-20-B, a measure that would facilitate the transition from Enhanced Community Quarantine to General Community Quarantine in the province.

Salient features of the transition, which will take effect 20 April, 2020 include the modification in the suspension of mass transportation.   Mass transportation will remain suspended except for tricycles, e-tricycles, and trisikads (pedicabs).

Tricycles are allowed a maximum of three passengers, while pedicabs and e-tricycles are allowed only one.

Physical distancing is still to be strictly observed in all instances.

Construction work will also resume, and delivery of supplies and cargos throughout the province shall remain unhampered.

Administrative staff of public and private schools in the province are directed to resume work and functions, while maintaining a skeleton crew of 50 percent of its regular employees.

Implementation of curfew of high-risk groups, meanwhile, would depend on “the sound discretion of the local chief executives” of the 31 LGUs in the province.

The E.O. also reminds that while the province is still under strict ECQ, a strict home quarantine should be observed in all households, except when procuring supplies.

All returning residents of Negros Occidental are also urged to observe a mandatory 14-day quarantine at the COVID-19 Healing Center at the municipality of E.B. Magalona or the Mambukal Mountain Resort.

There would still be heightened patrol of seaports and borders, and the borders, ports, and airports in the province remain closed.

The E.O. cites COVID data in the province in justifying the transition, saying that there are no reported local transmissions in the component cities and municipalities of the province since the ECQ was in place.
