BACOLOD CITY, Negros Occidental, Philippines – The local council here has urged the City Health Office to create a community- based mental program and delivery system to address the growing mental health problem among youth.

In a resolution approved by the local council, author Councilor Al Victor Espino said mental health services are clearly lacking and both the human and financial resources are still inadequate in the city.

He said mental health programs should realize the significance of community efforts with multi-sectoral and multi-disciplinary participation.

The councilor said the CHO must form programs that take into consideration the promotive, preventive, curative and rehabilitative aspects of medical attention.

“Patient care continues beyond institutional facilities, which must be made available in health centers and homes. Relevant care activities and interventions must be done closest to where the need or the patient is,” Espino said.

The World Health Organization (WHO) has called the attention of the public that mental health is more than just the presence of a psychiatric disorder or sickness, but more importantly, it contributes to a positive condition of one’s mental well-being.
