Bing extends MGCQ until end of month

BACOLOD CITY, Negros Occidental, Philippines – As Bacolod City’s active cases dwindled to 151 as of the latest monitoring, Mayor Evelio Leonardia issued Executive Order No. 2, s. 2021 effectively extending the Modified General Community Quarantine in Bacolod until 28 February 2021.

This will be the second extension since the city was placed under MGCQ since 1 December 2021.

All provisions of E.O. 84 s. 2021 are enforceable.

This includes requiring members of the vulnerable sector shall to remain in their residences at all times, except when indispensable under the circumstances for obtaining essential goods and services or for work in permitted industries and offices.

Members of the vulnerable sector are:

  1. Any person below 15 years old;
  2. Those who are over 65 years old;
  3. Those with immunodeficiency, comorbidity, or other health risks regardless of age;
  4. Pregnant women;
  5. Any person who resides with all the aforementioned.

 Daily curfew hours continue to be observed from 11:00 P.M. to 4:00 A.M., provided, that exemptions shall be made for workers on night shifts, media practitioners, public emergencies like fire/ambulance services/other occasions caused by disaster/calamity, and those requiring medical assistance on board PUVs or private vehicles.

Curfew hours may also be adjusted at any time within the duration of the MGCQ through the exercise by the City Mayor of the emergency powers granted under pertinent City Ordinance/s or any applicable laws.

For the period of this extended MGCQ, the selling of liquor, wine, beer or any alcoholic or intoxicating beverage shall continue to be allowed only from 12:00 P.M. to 6:00 P.M.

Consumption of alcoholic beverages, however, shall only to be done within private residences, and subject to other conditions, as previously provided for under EO No. 63, Series of 2020, which are reiterated herein by way of reference.

The proper wearing of face masks and face shields, hand sanitation practices, and social distancing in all public places and in public and private transport shall continue to be strictly observed.

Mass gatherings such as but not limited to movie screenings, concerts, and other entertainment activities, religious services, and work conferences shall continue to be allowed provided that participants shall be limited to fifty percent (50%) of the seating or venue capacity.

The Bacolod City Government may forge inter-LGU agreements to mutually institute integrated policies and common health protocols and standards and safety mechanisms for the protection and welfare of their respective populations.

Subject to the exercise of police power in times of a state of emergency, the Executive Order shall also be strictly implemented by the lawful authorities and complied with by the constituents of Bacolod City under pain of administrative and/or criminal sanctions under the applicable civil service laws, special laws, and/or the Revised Penal Code.
