BACOLOD CITY, Negros Occidental, Philippines – Seasoned local legislator Archie S. Baribar plans to file a resolution Wednesday when the local council meets to request officials of the local power firm to explain the series of outages affecting this urban center of more than half a million people.

Baribar, who chairs the committee on energy of the Sangguniang Panlungsod, told DNX the resolution will be a first step in looking into the issue of brownouts here amid a raging COVID pandemic and a deepening hot season that has seen temperatures soaring.

The State weather bureau observes that the heat starts to climb in April, peaking in the month of May.

Vice Mayor El Cid Familiaran said the outages are a concern.

“Power is an essential need,” he said.

Data based on announcements of the Central Negros Electric Cooperative on its official Facebook page show brownouts have been occuring on an almost daily basis from 1 to 17 April.

These outages are either trip offs, emergency shut offs or scheduled ones.

Some are caused by the National Grid Corporation of the Philippines or preventive maintenance works of CENECO.

DNX will soon release its full newsfeature “Spring, Easter bunny, and brownouts” as soon as its research team finishes its data processing.

Baribar said his resolution, if approved by the council, might lead to a public hearing by his committee if the explanations of CENECO officials are not satisfactory.
