BACOLOD CITY – Police here found late last night a dead man who was shot several times in the head, and a big pack filled with what police said is suspected meth near his body in the farming village of Cabug.
The body was found on the eve of the ultimatum of local anti-drug czar, Lt. Col. Espenido, who had issued an appeal mid January to all organized crime groups in the province to “talk” to him.
The spot report said a “concerned citizen” tipped off Police Station 9 chief, Lt. Jonito C. Pastrana and Staff Sgt. Noel Reoyan who all went to Rose sub-village and found the body lying face down, his hands tied behind his back.
With the exception of his shirt, everything the man wore was black.
A small carton signed tied to the man’s feet read: “Gud bye Shabu welcome heaven or hell HVT Ako (Goodbye, shabu welcome heaven or hell, I’m a HVT).”
HVT is a police term that stands for high-value target or drug personalities higher than street-level targets.
