BACOLOD CITY, Negros Occidental, Philippines – Bacolod Mayor Evelio Leonardia has issued an executive order imposing requirements for Authorized Persons Outside Residence (APOR) entering the city.
The mayor, in E.O. 51, said the APOR coming from areas outside of Region 6 are allowed entry into the city without undergoing a 14-day quarantine, after they present the following:
government-issued ID, or Inter-Agency Task Force or Presidential Communications Operations Office ID; or valid company ID, or in the absence of the latter, a Certificate of Employment;
certificate of work schedule issued by their supervising officers or employers, showing the number of days stay in the city; travel order for government officials and personnel, or proof of engagement of their services, or mission order for military and police personnel;
negative RT-PCR results released within three days prior to entry into the city; return ticket clearly showing the date and time of departure from City of Bacolod.
APORs shall comply with the usual health screening procedures and fill out health declaration forms upon their arrival.
Delivery personnel (drivers or helpers) of essential goods and cargoes originating from outside Region 6 shall also be required to present a negative RT-PCR test result, which shall be considered valid for 14 days upon release.
APORs from private sectors coming from areas outside of Region 6 or areas originating from areas under Enhanced Community Quarantine, or Modified Enhanced Community Quarantine, and who intend to stay in the city for more than seven days shall be subjected to a 14-day quarantine upon arrival in the city at a hotel, or accommodation establishment duly-accredited by the city, at their own expense.
APORs exempted from presenting the requirements are: President and his staff; Vice-President and her staff; Supreme Court, Court of Appeals, Court of Tax Appeals, and Sandiganbayan Justices; Ombudsman, and Deputy Ombudsman;
Commissioners of Constitutional Commissions; Department secretaries, undersecretaries, and assistant secretaries; regional and provincial directors of the national government agencies, or their duly-authorized representatives while in the performance of their duties;
members of the judiciary and prosecutors whose assignment or jurisdiction require them to conduct hearings and/or perform their duties in the city; members of the military and enforcement agencies such as the police, the CIDG, PDEA, NBI, PCG and the like provided they present the necessary/pertinent documents (mission order, travel order, etc);
health and emergency personnel; drivers of those listed above, and government employees on official business.
Failure to comply would mean denied entry in the city.
