BACOLOD CITY, Negros Occidental, Philippines – Hunters of a group of prisoners who bolted the district jail here killed one and nabbed another yesterday only a day after the high-risk inmates escaped by using an improvised rope made out of shirts.

This developed as officials in Capitol and City Hall placed their respective tereitories under General Community Quarantine with provincial Governor Eugenio Jose Lacson and Mayor Evelio Leonardia both issuing separate executive orders.

Both officials did not appeal the recommendation of the National Inter-Agency Task Force on Emerging and Infectious Diseases that escalated the quarantine levels as confirmed COVID cases rise here.

The region’s top jailer Chief Superintendent Arnold Buenacosa told DNX the team of the Bureau of Jail Management and Penology killed Marvin Celeste, a Victorias City resident reportedly facing an illegal weapons possession charge.

Buenacosa said Celeste was slain in Velez, a sugarcane plantation in Blumentritt village in Murcia, a town near Bago City where the jail they escaped from is located.

He did not give additional details.

Authorities describe the five prisoners in local media reports as part of a “notorious robbery gang.”

A lawyer-spokesman of the regional Bureau of Jail Management and Penology had earlier identified those who escaped as Francisco Epogon, Daniel Tamon, Marvin and Danilo Celeste, and Alejandro Montoya.
